

Adamawa based NGO, Mara Ngorheme Regreen Initiative (MANGRI), has petitioned Governor Ahmadu Fintiri of Adamawa State over alleged abuse of power, human rights violations and intimidation in the distribution of PAWECA forms in Karewa Ward in Yola North LGA.
The petition signed by the Programme Manager of MANGRI, Comrade Suleiman A. Abubakar, is address to the Governor through the office of the Secretary to the State Government (SSG).
The petition titled “Petition Against The Abuse Of Power In The Distribution Of PAWECA Forms” was copied UNHCR, National Human Rights Commission, Amnesty International, Police Commissioner, DSS, Legal Aid Council of Nigeria, Nigeria Bar Association, NUJ, FIDA, NAWOJ, and the Director General – Adamawa State Poverty Alleviation and Wealth Creation Agency (PAWECA).
The petition by from MANGRI accused Honourable Tambe Bako, the Councillor Representing Karewa Ward with others including CSP Ibrahim Oyetunde, the Divisional Police Officer (DPO) of Karewa Division of involvement in the abuse against a lady, Annah Sunday.
“We, the management of MANGRI bring to your attention a disturbing incident involving Abuse of Power , human rights abuse, and intimidation in the distribution of PAWECA forms in Karewa Ward, Adamawa State. This petition is against the following individuals:
1. Honourable Tambe Bako The Councillor Representing Karewa Ward
2. Ben Solomon
3. Hon. Damiijida Gambo
4. CSP Ibrahim Oyetunde, the Divisional Police Officer (DPO) of Karewa Division
“The incident involves Annah Sunday, a resident of Bachure Community, Karewa Ward, who alleged that some politicians, including one Honourable from Karewa Ward, demanded sex in exchange for PAWECA forms. When Annah Sunday’s video surfaced online, she was forced to apologize and retract her statement, allegedly under duress. Our investigation reveals that Annah Sunday was detained, intimidated, and harassed on the orders of a high-profile politician from Yola North Local Government Area, using the Councillor of Karewa Ward.
“On June 22, 2025, we witnessed a deeply disturbing incident at the Karewa Divisional Police Headquarters in Adamawa State, Nigeria. A video had surfaced online featuring Annah Sunday, alleging that some politicians, including one Honourable from Karewa Ward, were demanding sex in exchange for PAWECA forms. These allegations are serious and raise concerns about the exploitation and harassment of women in our community.
“Upon hearing about the video, our organization sought to confirm the details and reach out to Annah Sunday to offer support and assistance. We reviewed the video and noted that Annah Sunday did not mention any specific individual’s name. However, to our greatest disappointment, we later learned that she was forced to apologize, stating that she was not referring to the Honourable Councillor of Karewa Ward.
“Our Executive Director directed us to visit the Karewa Divisional Police Headquarters to verify the situation and ensure that Annah Sunday’s rights were being protected. When we arrived at the police station, we met with the Divisional Police Officer (DPO), CSP Ibrahim Oyetunde, who seemed to be in the company of some aides to Governor Ahmadu Umaru Fintiri and the Councillor representing Karewa Ward. The presence of these individuals raised concerns about the potential influence of politics and power in the handling of the case.
“When we attempted to investigate the matter, the DPO directed an officer to take us and another colleague to speak with Annah Sunday. When we met Annah Sunday, she appeared shaken and reluctant to speak. Despite our efforts to reassure her and create a safe space for her to share her story, she remained silent. The Councillor representing Karewa Ward and another individual, Honourable Damiijida Gambo, interrupted our conversation, attempting to intimidate us and prevent Annah Sunday from speaking.
“Based on what we gathered, it appears that Annah Sunday was detained, intimidated, and harassed on the orders of a high-profile politician from Yola North Local Government Area, using the Councillor of Karewa Ward. The situation escalated, with the DPO insulting us and questioning our maturity. Despite the challenges and attempts to intimidate us, we maintained our composure and continued to advocate for Annah Sunday’s rights.
“As an Organisation that have Protection and human rights Advocacy as part our organization focus areas , it is our duty to ensure that individuals, especially women and vulnerable populations, are protected from exploitation and harassment. In our opinion, CSP Ibrahim Oyetunde’s behavior was unprofessional, and his actions raise serious concerns about the integrity of the investigation. The alleged forced apology and detention of Annah Sunday are unacceptable and undermine the trust and confidence in the Nigeria Police Force (NPF), Adamawa State Command.
“We Humbly urge you to take immediate action to address this matter and ensure that justice is served. Specifically, we request that you:
1. Investigate the allegations made by Annah Sunday and take disciplinary action against those found culpable.
2. Call Vandi Yusuf (Your Special Assistant), Ben Solomon, Honourable Damiijida Gambo, and other politicians who interrupted the work of the police and influenced the handling of the case to account for their actions.
3. Ensure that CSP Ibrahim Oyetunde, the Divisional Police Officer (DPO) of Karewa Division, is held accountable for his unprofessional conduct and abuse of power.
4. Take steps to protect Annah Sunday and ensure that she is not subjected to further harassment or intimidation.
“We believe that your intervention is necessary to prevent the introduction of corrupt practices into your laudable empowerment program and to uphold the rights of citizens in Adamawa State. We urge you to take swift action to address this matter and restore the trust and confidence of the people in your administration. We also Commend you on the Good Policies ,Programmes and Projects of Your Administration.
“We hope our Petition will be given all the necessary attention it deserves,” the petition from MANGRI concluded
